Do "War Crimes Tribunals" Work?

Recently the International Criminal Tribunal (“ICT”) was in the news because of the capture of the Bosnian Serb war time leader Radovan Karadzic for war crimes in the Bosnian war, and the indictment of Sudan’s President Al-Bashir for genocide in Darfur. What is the ICT? Is the current ICT structure effective? Is the ICT simply “theater” to sooth the guilt of Western powers? Who determines the standards of international morality? Was the indictment of Sudan’s Ali-Bashir untimely -- hindering the Darfur peace process? --- What do you think after reading the Financial Times article entitled: "International Law on trial"?
