Preface

President Bush's threatened veto, partisan politics, and a lack of consensus has considerably slowed congressional efforts on a climate change bill. If Congress doesn't pass legislation by April 2008, attention will then turn to the 2008 presidential/congressional elections, followed by the loss of momentum with a new Congress in 2009, causing one political pundit to predict that we may not see federal legislation on climate change until late 2010.
